In this wiring diagram, what do the red and black wires mean?

The red wire is the live/hot wire (L). The black wire is the neutral wire (N).
Is this a hardwired or plug-in light?

This is a hardwired LED under cabinet light. It is designed for 110~130V direct wire installation and does not include a plug, power supply, or controller.
How do I install it?

Two mounting options: adhesive backing for smooth surfaces, or screw-in clips for rough surfaces. For wiring: turn off power at the breaker, connect L/N, secure with wire nuts, mount the fixture, then restore power.
Is it dimmable?

Yes, with a compatible trailing-edge dimmer (not included). For flicker-free dimming, use a trailing-edge dimmer. Other dimmers may cause visible flicker, especially at low brightness.
